The solar PV rooftop programme was announced by the Government in July 2013, for which the Office of Energy Regulatory Commission (ERC) issued an implement regulation by early September 2013. The programme was greatly oversubscribed in the commercial sector and the first licenses have been awarded. While the first projects are being implemented, some aspects of the regulation as well as the implementation process remain unclear. eclareon GmbH, an international consulting company, therefore, analyzed the current regulatory and administrative framework for solar PV project development in Thailand as well as the inherent challenges for the realization of solar PV projects in the country. The aim of this endeavor is to research the current process including all its advantages and shortcomings, to come up with suggestions on how the process can be improved.
GIZ with support from the Energy Research Institute (ERI), therefore, organized a half-day seminar on ‘Removing Barriers for PV Rooftop System’ on 12 December 2013 at the Sukosol Hotel Bangkok. Private companies, public sector as well as academic institutions were invited to receive the first results from eclareon’s analysis and to share experience the companies have encounter when applying/implementing solar rooftop projects in Thailand.
