CONTEXT
Coal combustion is the single largest source of carbon emissions contributing to global temperature increase. Coal- fired electricity generation alone accounts for 30% of global energy-related CO2 emissions. Coal combustion is also a major source of (often transboundary) air pollution which can have significant negative impacts on health, well-being, and livelihoods. To ensure alignment with the Paris Agreement 1.5 degrees target, global coal use would need to be reduced by 70-80% by 2030. The coal sector has an important socio-economic footprint in many countries, with millions of workers employed in mining and power generation, often in poor regions. For exporting countries, reduced international coal demand would lead to structural changes with significant employment and other socio-economic impacts, due to structural dependencies on the coal-producing industry and coal consuming sectors.
The European Commission has taken first steps of sharing EU experiences with the just transition with countries in the European neighborhoods. This action foresees to further expand the sharing of EU experiences on just transition issues within a global network of coal regions, in particular in Asia, Africa and Latin America.
OBJECTIVE
The project IKI JET aims at supporting and accelerating just energy transitions (JET) away from coal to renewable energy and other sustainable economic activities in the Global South, contributing to a reduction of Green House Gas (GHG) emissions.
APPROACH
The project supports key stakeholders in coal regions in developing countries and emerging economies plan and implement a just energy transition pathway away from coal and towards a low carbon energy system, consistent with the Paris Agreement and the ILO Just Transition Guidelines. The outputs to be delivered by these approaches contributing to the corresponding specific outcomes are:
- The international policy dialogue on the just energy transition is strengthened with experience from coal regions being fed into international processes as well as high-level policy and technical discussions.
- A Knowledge Hub on the just energy transition from coal is in place as an online platform producing, collecting and disseminating knowledge products amongst partners, stakeholders and experts at the global, regional, national and local level.
- Capacities of stakeholders in coal regions in developing countries and emerging economies to develop and implement just and inclusive energy transition plans and policies are strengthened.
EXPECTED RESULTS
The IKI-JET project in Thailand has been initiated through the implementation of the JET-CR Platform. This platform has facilitated interregional peer-to-peer exchange, policy dialogues, and capacity-building measures among coal regions in developing countries and economies transitioning from Latin America, Africa, and Asia. Additionally, it has provided information sharing through a Knowledge Hub with EGAT and established a community of practice for national and regional stakeholders in Thailand, fostering collaboration, knowledge sharing, and policy development in coal-dependent regions.
