ASEAN and Greater Mekong Subregion (GMS) member countries had signed dangerous goods cross-border transport agreements; ASEAN Protocol 9 – Dangerous Goods in 2002 and GMS Annex 1 – Carriage of Dangerous Goods in 2004. Both regional agreements require the Contracting Parties to adopt or apply the measures under the international requirements on transport of dangerous goods, namely UN Recommendations on the Transport of Dangerous Goods (UN Model Regulations) and European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR).

Both contain the same structure. However, ADR provides more detailed specific requirements for transport of dangerous goods by road e.g. tank vehicles, safety and miscellaneous equipment on board and qualifications of the vehicle crew, etc.

In order to build capacity of Contracting Bodies related to Dangerous Goods Transport, Sustainable Freight Transport and Logistics in the Mekong Region Project conducted “Basic ADR training” to provide fundamental understanding and identify further steps for implementation.

The first training, held in Yangon, Myanmar, was attended by 19 participants from Ministry of Transport and Communication, Ministry of Industry, Ministry of Environment, Ministry of Public Health and Myanmar International Forwarders Association.
