The Green Climate Fund: Readiness and Preparatory Support Programme

CONTEXT

The Green Climate Fund (GCF) was set up in 2010 by the 194 countries party to the United Nations Framework Convention on Climate Change (UNFCCC) as part of the Convention’s financial mechanism. It aims to support the efforts of developing countries in responding to the challenges of climate change and seeks to promote a paradigm shift to low-emission and climate-resilient development. Thailand, as a party to the UNFCCC, has recognized the importance of the GCF in supporting the country to respond to climate change. The Office of Natural Resources and Environmental Policy and Planning (ONEP), as the Thai GCF National Designated Authority (NDA), recognises the importance of the GCF fund and the benefits for Thailand and has been implementing the “GCF Readiness and Preparatory Support Programme” since 2017.

OBJECTIVE

  1. To strengthen the NDA capacity on the GCF procedures, notably on ‘no-objection procedures,’ coordination mechanisms, and the accreditation processes;
  2. To support the development of stakeholder engagement processes and a country programme which identifies country strategic priorities for engagement with the GCF;
  3. To support the NDA in the dissemination of GCF knowledge and information to relevant stakeholders.

APPROACHES

  • Strengthening the NDA capacity on GCF operational modalities and procedures.
  • Supporting the NDA in the development of a country programme by providing recommendations on its structure, the GCF requirements and international practices.
  • Supporting the NDA in the establishment of a no-objection procedure and coordination mechanisms among relevant stakeholders.
  • Supporting the NDA in the dissemination of GCF information and materials.

RESULTS SO FAR

  1. Strengthening of officers who are responsible for NDA to increase their capacity and understanding of the GCF, notably the role and functions of the GCF NDA;
  2. Development of GCF procedures, notably the development of Thailand Country Programme (TCP), an overarching document articulating the country’s priority areas in terms of climate change needs, as well as the No-Objection Procedure and Criteria;
  3. Support to NDA in establishing a website about GCF http://gcf.onep.go.th/th/ to disseminate GCF information to key stakeholders and the public
