Bangkok, Thailand, 18 June 2026: The Thai-German Cooperation on Energy, Mobility and Climate (TGC EMC), implemented by GIZ Thailand, organised the Building Energy Management (BEMs) Dissemination and Capacity Building Workshop for Bangkok Metropolitan Administration (BMA) Energy-Controlled Buildings. Representatives from 14 hospitals, district offices and administrative buildings joined the workshop to strengthen technical capacity and learn from the findings of a feasibility study conducted at Taksin Hospital.
The workshop was officially opened by Thosapol Suparee, Deputy Director of the Environment Department, Bangkok Metropolitan Administration, who reaffirmed the BMA’s commitment to improving energy efficiency in public buildings as part of the city’s broader climate action agenda. Siriporn Pavikham, Component Lead of the Decarbonisation in Industry Component, TGC EMC, highlighted the project’s initiatives to boost energy efficiency, emphasising its role in supporting Thailand’s transition towards carbon neutrality by 2050.
The workshop marked an important milestone in the collaboration between TGC EMC and the BMA, which began in 2024 to explore opportunities for improving energy efficiency in public buildings. As part of this cooperation, TGC EMC commissioned a feasibility study at Taksin Hospital, applying the internationally recognised ANSI/ASHRAE Standard 211-2018 Level II Energy Audit methodology to assess building energy performance, identify cost-effective energy efficiency measures and evaluate their technical and financial feasibility.
During the technical sessions, experts from SCG Building & Living Care Consulting introduced participants to the principles and practical application, covering systematic on-site inspections, data collection, measurement techniques, energy performance analysis and the development of Energy Efficiency Measures (EEMs). The training also demonstrated how audit findings could be translated into investment-ready proposals, enabling public agencies to prioritise energy-saving projects based on technical feasibility, financial returns and operational requirements.
The workshop also presented the key findings of the Taksin Hospital energy audit. The study identified the heating, ventilation and air conditioning (HVAC) system as the largest energy consumer, accounting for approximately two-thirds of the hospital’s electricity consumption. A comprehensive package of recommended improvement measures – including chiller replacement, installation of variable speed drives (VSDs), conversion to a variable primary chilled water system, cooling tower upgrades, and deployment of a Chiller Plant Management System (CPMS) – could significantly improve plant efficiency while reducing operating costs and greenhouse gas emissions. Additional low-cost operational measures, such as condensate heat recovery and automatic door controls, were also presented as practical opportunities for immediate implementation.
Beyond sharing technical findings, the workshop encouraged participants to exchange experiences and discuss how energy audit methodologies and energy management practices could be adapted to their own facilities. Through interactive group discussions, representatives from different building types explored potential energy-saving opportunities and identified challenges associated with implementing energy efficiency measures in public buildings.
The workshop formed part of TGC EMC’s broader efforts to support Thailand in strengthening energy efficiency across key sectors while building institutional capacity for long-term decarbonisation. By equipping building managers and technical personnel with practical knowledge and internationally recognised methodologies, the initiative contributes to improving energy performance in public buildings, reducing greenhouse gas emissions and supporting Bangkok’s climate goals under the Bangkok Master Plan on Climate Change.
Through continued collaboration between GIZ, the BMA and technical partners, TGC EMC will continue to promote scalable approaches for building energy management that can be replicated across public sector facilities, contributing to Thailand’s pathway towards carbon neutrality and a low-carbon future.
