To improve a policy or process of the Sustainable Public Procurement (SPP), we first have to understand how it is being implemented and whether it is having the desired impact. For this reason, monitoring and evaluation (M&E) is an essential practice to help track the implementation and impact of SPP. The existence of M&E frameworks for SPP, however, remains rare in practice, and where they do exist, they are often focussed on process rather than impact.
“One practical barrier is a complex institutional landscape and split responsibilities for sustainability and public procurement policies and outcomes. This pre-study therefore aims to contextualise existing guidance and research within the practical realities often encountered in project settings, and is targeted towards those working on the enhancement of monitoring and evaluation systems for SPP.” – said Ashleigh McLennan, co-author from Öko-Institute e.V.
In addition, short case studies on M&E in eight countries from Asia, Europe and North America are provided. These focus on the data collection methods used by these countries, and provide examples of integrated e-procurement approaches, standardised questionnaires and tender evaluation methods.
