On 15 May 2026, a Memorandum of Understanding signing ceremony between GIZ, Enapter GmbH, and Dhanarak Assets Development (DAD) Co., Ltd. took place at the Thai Government Complex to officially launch a new public-private partnership (PPP) entitled ‘Hydrogen Energy Management System (H2-EMS) Improvement Project’ under the International Hydrogen Ramp Up Programme (H2Uppp).
This new PPP, led by Enapter, with coordination support from GIZ, aims to deploy its Open Platform Communications Unified Architecture (OPC UA)-based H2-EMS 3.0 integration in four selected green hydrogen projects across Southeast Asia. The goal of this partnership is to highlight the importance of a unified communication protocol in enhancing green hydrogen market development across the industry. One of the selected projects will take place at the hydrogen-integrated Thai Government Complex buildings under collaboration with DAD, which manages building operations and energy systems.
Following the signing of the MoU, Enapter and DAD organised a site visit for event participants from the public and private sectors to learn about the Thai Government Complex’s smart energy management systems and observe how AI-driven hydrogen storage and energy systems by Enapter operate to boost the building’s daily energy efficiency.
In Southeast Asia, there has been growing interest in green hydrogen and Power-to-X among feasible solutions to shift away from fossil-fuelled energy generation, especially in the contexts of islands, industrial estates and off-grid areas. However, such technology involves batteries, inverters and electrolysers that operate side by side – but not truly together.
To solve this problem, an AI-based energy management system built on the German industrial standard OPC UA could be the solution. Through real-time intelligent monitoring – connecting and processing data from various operational systems through dashboard and mobile application, this kind of system (such as the H2-EMS by Enapter) ensures that all components can communicate securely, reliably and across manufacturers – finally making green hydrogen economically viable. By using this standardised model, companies not only benefit from enhanced energy efficiency and cost savings in their operations but also gain strategic advantage when entering new markets or initiating new projects.
By bringing together the right partners as well as German and international expertise, this PPP is geared to showcase how digitalisation in the green hydrogen and energy sectors can pave the way for innovation, climate action and economic opportunity.
The International Hydrogen Ramp-Up (H2Uppp) is a funding programme of the German Federal Ministry for Economic Affairs and Energy (BMWE) implemented by GIZ. H2Uppp supports green hydrogen projects and market development in selected developing and emerging countries as part of the German National Hydrogen Strategy. By fostering investment in projects and global scaling green hydrogen markets through this initiative, BMWE helps meet future green hydrogen demand for Germany and Europe while enabling technology transfer and international cooperation in global green hydrogen and the PtX industry.
