Training for Trainers (ToT) on the Green Climate Fund (GCF) in Thailand

A “Training for Trainers (ToT) on the Operationalization of and Enhanced Access to the Green Climate Fund (GCF) in Thailand” was conducted from 19-21 July 2017 in Bangkok for the Thai National Designated Authority (NDA).

A “Training for Trainers (ToT) on the Operationalization of and Enhanced Access to the Green Climate Fund (GCF) in Thailand” was conducted for representatives from the Office of Natural Resources and Environmental Policy and Planning (ONEP), an agency which acts as the National Designated Authority (NDA) of the GCF in Thailand. Contracted to support the country’s GCF Readiness process, national personnel from the Thailand Development Research Institute (TDRI) were also part of the ToT, both as participants and input providers.

The three-day training was organized by GIZ under the GCF Readiness and Preparatory Support Programme. The training modules were designed and tailor-made for the Thai NDA and aimed at enhancing the NDA’s and relevant ONEP personnel understanding of the GCF and its operational modalities and procedures, particularly on the No-Objection procedure and the technical appraisal of funding proposals. The ToT also aimed at strengthening the NDA’s capacity to adequately disseminate key GCF information to national stakeholders.

The training largely succeeded in increasing the knowledge and understanding of participants on key GCF information while also providing hands-on experiences through ‘real case’ exercises, e.g. on the review of real GCF funding proposals using the country’s draft No-Objection criteria or on GCF project prioritization based on the draft Thailand Country Programme (TCP) – two core responsibilities of the Thai NDA which will become key national processes for bringing strategic and large scale GCF projects into the country.

GCF READINESS AND PREPARATORY SUPPORT PROGRAMME IN THAILAND

Starting in January 2017, the German International Cooperation (GIZ), in cooperation with the Office of Natural Resources and Environmental Policy and Planning (ONEP), as the GCF National Designated Authority (NDA), is implementing the “GCF Readiness and Preparatory Support Programme” financed by the GCF and the Federal Ministry for Economic Cooperation and Development (BMZ). The Programme aims at further strengthening the Thai NDA’s capacity and understanding on the GCF, notably on the role and functions of a GCF focal point, the Fund’s procedures, the accreditation process for Direct Access Entities as well as strategic communication and dissemination of GCF knowledge and information.
