Thai-German seminar decodes transport carbon credit market for climate action

On the 24 April 2024, the Thai-German Cooperation on Energy, Mobility and Climate (TGC EMC) project, in collaboration with the Office of the Transport and Traffic Policy and Planning (OTP), hosted the seminar, titled “Decoding Transport Carbon Credits Market and their Challenge in Paris Agreement Article 6”, to discuss the carbon credit trading mechanism under the Article 6 of the Paris Agreement, which serves as the principles on how countries can cooperate to reach their respective climate targets.
The hybrid seminar brought together over 100 participants from various organisations under the Ministry of Transport and other organisations that are interested in developing carbon credit projects in the transport sector and provided them with an overview of the carbon market to create a comprehensive understanding of the trading mechanisms. Using real examples from the transport sector, speakers effectively illustrated the steps as well as barriers involved in trading in the carbon market. The highlight of the event was a panel discussion on the topic of “How to succeed in selling carbon credit of the transport project market under international conditions”, in which the subject of the approach to transport project development that would render the project tradable under the Article 6 of the Paris Agreement were explored, with Krittaya Chunhaviriyakul from Department of Climate Change and Environment, Vicky Janssens from KliK Foundation, and Chatrapon Sripratum from Energy Absolute Public Company Limited as panellists.
The seminar served as a platform for knowledge sharing and constructive exchange in line with the objectives of the TGC EMC project, which, through the transport component, is dedicated to advancing Thailand’s transport sector towards decarbonisation. As part of the project’s capacity building activities, it was important for the key actors in the transport sector to be aware of the complicated conditions and high costs of trading carbon credits and that doing so could impede the country’s effort in reaching the sector’s NDC target since the carbon credits sold could not be added up in the country’s greenhouse gas reduction to avoid double counting.
Funded by the International Climate Initiative (IKI) under Germany’s Ministry for Economic Affairs and Climate Action (BMWK), the TGC EMC project supports Thailand’s commitment to carbon neutrality by 2050. Through its five components—Renewable Energy, Transport, Decarbonisation in Industry, Biomass, and Climate Finance, TGC EMC facilitates technology transfer, policy development, and business model innovation.
