TGC EMC drives Thailand’s petrochemical industry decarbonisation roadmap

On 30 October 2025, the Decarbonisation in Industry Component under the Thai-German Cooperation on Energy, Transport, and Climate (TGC EMC), GIZ Thailand, convened a multi-stakeholder workshop to accelerate the development of Thailand’s Petrochemical Industry Decarbonisation Roadmap. The event gathered key representatives from government agencies, industry associations including the Petroleum and Energy Institute of Thailand (PEIT), the Petrochemical Industry Club, the Federation of Thai Industries and Refinery Companies as well as academia, the private sector such as the Petroleum and Energy Institute of Thailand (PEIT) and academia to exchange sectoral insights and discuss practical pathways for driving emissions reduction in the industry.
Associate Professor Siriluk Chiarakorn, Advisor from King Mongkut’s University of Technology Thonburi (KMUTT), presented the draft roadmap, outlining strategies that align with Thailand’s carbon neutrality and net-zero targets by 2050 under NDC 3.0. The presentation highlighted key factors shaping the roadmap, including industry growth trends, energy and carbon intensity assessments, and emerging low-carbon technologies, complemented by international policy experiences to develop the roadmap for Thailand’s context.

From the private sector perspective, Dr Butra Boonliang from the Petrochemical Industry Club emphasized current challenges and practical considerations, notably the risk of GHG double counting and the importance of clear boundary definitions among public agencies for accurate baseline setting under Thailand’s Emissions Trading Scheme (ETS). Participants also proposed forward-looking mitigation pathways and policy directions, such as enhancing infrastructure to expand access to green electricity and low-carbon hydrogen; promoting area-based decarbonisation initiatives in industrial estates; supporting carbon capture utilisation and storage (CCUS) projects and diversifying revenue streams to enable greater private sector investment.

The workshop established a significant step in fostering collaboration among government agencies, industry and academia to jointly shape a practical and sustainable decarbonisation pathway for Thailand’s petrochemical sector, contributing to the nation’s broader low-carbon industrial transformation.
