Various Thai government agencies, non-government organisations and international organisations demonstrated possible M&E approaches and options for the development of an M&E system for adaptation in the Thai context in the workshop “Developing M&E framework for the Thai National Adaptation Plan”.

Hosted by ONEP and GIZ on 28-30 August 2017, the workshop welcomed participants including representatives from ONEP and other government agencies such as the Office of Agriculture Economics (OAE), the Department of Health (DoH), the Office of The National Economic and Social Development Board (NESDB) and the Department of Water Resources (DWR), non-governmental agencies (SEA START, TDRI) and international organizations (FAO, UNDP). The stakeholders were expected to engage in learning key considerations and processes to develop an adaptation M&E system at the national level through an overview of approaches and methodologies for M&E adaptation.

During the workshop, theoretical and technical inputs were introduced by GIZ experts. The input sessions touched upon different M&E concepts and approaches, lessons learned from the international community and provided insights into the process for developing the Thai NAP M&E system. Hands-on exercises included the formulation of SMART indicators (Specific, Measurable, Attainable, Relevant and Time-bound) in the context of (sector specific) adaptation.

As a result of the exercises, the participants demonstrated possible approaches and options for the development of an M&E system for adaptation in the Thai context. The purpose and scale of existing M&E systems from different sectors were presented and discussed in relation to the extent they could be adjusted to also include climate change adaptation aspects. Indicators used in the draft Thai NAP, in particular from the agricultural and health sectors, were reviewed and further revised. At the end of the workshop, participants also worked on the outline of a cooperation framework to set up an effective NAP M&E system.
