PROJECT DESCRIPTION

The Thai-German Narcotics Control Programme (TG-NCP) sprang up from the Thai-German Highland Development Project (TG-HDP) which had been pursuing drug abuse control “on-the-ground” shifting activities to the institutional level. The overall objective was to reduce drug abuse both in Thailand and its neighbouring countries by strengthening the Office of the Narcotics Control Board (ONCB) and associated/cooperating institutions. This programme seeked to increase the efficiency of drug-control institutions by training the staff of these organisations and institutions in human resources development, training methods, prevention and law enforcement. The aim of this concept is primarily to strengthen local authorities in all aspects of drug control.

Apart from counterpart training, human resource development and the procurement of equipment, the project therefore engaged in a systematic revision of the exiting concepts and strategies for the prevention of drug use. Models for decentralized narcotics control were designed and the necessary structures for their implementation (including an information system and locally adapted preventive education material) were established in four pilot provinces (Pa Yao, Pattalung, Nong Bua Lampoo, Singhburi). The appropriateness of these services is proved by the fact that drug dealing and consumption could be reduced in all of the four pilot provinces and that a heightened awareness concerning the problems of drug abuse has developed among the population of the respective provinces.
