The UNFCCC negotiations on climate change are heading towards the adoption of a new global climate agreement in 2015 and to come into effect in 2020. During the 19th conference of the parties (COP 19) of the UNFCCC-Process in November 2013 in Warsaw it was agreed that all Parties would specify their planned “Intended Nationally Determined Contributions“(INDCs) towards a new comprehensive global climate change agreement. These INDCs are to be communicated in a clear and transparent and comprehensive format within the first quarter of 2015, for those parties ready to do so. All other parties are expected to hand in their INDC most likely by August 2015 at the very latest. The INDCs shall define ambitious and realistic targets, reflecting the capability of the country to contribute to GHG mitigation.

Developed countries are supposed to provide support for this process. The Global Support Project for the Preparation of Intended Nationally Determined Contributions (INDCs) financed by the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) carried out by GIZ in collaboration with the UNDP Low Emission Capacity Building Programme and Climate Analytics aims at providing technical subject-matter support to 16 partner countries, including Thailand, in the elaboration of their mitigation contributions. The support will encompass activities that are jointly agreed with the relevant agencies in the partner countries, including conducting analyses and studies, providing technical support for inter-ministerial working groups and processes to agree with line ministries on specific emissions reduction targets; supporting political decision-making processes for the submission of INDCs and the implementation thereof, and providing dialogue options with various relevant stakeholders.
