GIZ and OTP strengthen transport sector readiness towards NDC 3.0 to support GHG reduction goals

On 10 June 2025, the Thai-German Cooperation on Energy, Mobility and Climate (TGC EMC) Transport Component, implemented by GIZ Thailand, in partnership with the Office of Transport and Traffic Policy and Planning (OTP), co-hosted a seminar entitled ‘Building Momentum for Transport Sector Readiness Toward NDC 3.0’. The event brought together key transport agencies and state enterprises to prepare Thailand’s transport sector for its crucial role in achieving ambitious national greenhouse gas (GHG) reduction targets and reaching carbon neutrality by 2050, as set forth in Thailand’s Nationally Determined Contribution 3.0 (NDC 3.0), scheduled for submission to the Cabinet later this year.
The seminar gathered diverse stakeholders from across the transport sector, including road, rail, maritime and aviation modes. In the first session, the event strengthened participants’ understanding through insightful presentations by the Department of Climate Change and Environment (DCCE). It outlined Thailand’s updated GHG reduction goals and the latest progress on NDC 3.0 development. This was followed by the OTP sharing the transport sector’s strategic objectives and highlighting the pivotal contributions expected from transport agencies and state enterprises in advancing Thailand’s climate commitments.
The brainstorming session in the afternoon provided a space for open dialogue on expected contributions from transport agencies and related state enterprises to effectively support NDC 3.0 implementation, including discussion of roles, responsibilities and enabling factors necessary for readiness.

Identified key enabling factors:
- Establish clear and consistent policy direction to guide coordinated transport sector decarbonisation efforts
- Improve access to financing mechanisms that support low-carbon projects and innovation
- Invest in infrastructure upgrades to enable effective implementation of mitigation measures
- Develop and adopt standardised GHG accounting and reporting methods across all transport modes to enhance the accuracy of monitoring
- Enhance access to affordable low-carbon technologies through cost-reduction strategies and capacity building for technical experts


The seminar not only enhanced understanding of the transport sector’s role in achieving Thailand’s NDC 3.0 goals but also sparked collaboration among agencies under the Ministry of Transport. It helped to build readiness and momentum for driving the sector’s effective contribution to Thailand’s greenhouse gas reduction mission under the NDC 3.0 framework. TGC-EMC remains committed to empowering key transport agencies and state enterprises through capacity building, paving the way for transformative actions that contribute to Thailand’s journey towards its climate goals.
