GIZ and DCCE host stakeholder consultation for development of Thailand’s Emissions Trading Scheme (TH-ETS)

Participants provide feedback on the proposed design of the TH-ETS
Monday 20 October 2025 – GIZ Thailand, through its Climate, Coastal and Marine Biodiversity (CCMB) project, in collaboration with the Department of Climate Change and Environment (DCCE), Ministry of Natural Resources and Environment, hosted a stakeholder consultation meeting on the Thailand Emissions Trading Scheme (TH-ETS). The meeting, held at the Barn Meeting Room of the Best Western Chatuchak Hotel, aimed to gather opinions and recommendations from relevant private sector entities, specifically those in the power generation, cement, iron and steel, aluminium, chemical and petrochemical, paper, and glass and ceramics industries.

Dr Kittisak Prukkanone, Director of the Division of Strategy and International Cooperation, DCCE, delivered the opening remarks and emphasised the importance of private sector feedback in designing the TH-ETS.

Thawatchai Saengkhamsuk, Project Manager of CCMB, GIZ Thailand, presented the background and significance of the stakeholder consultation meeting for the development of the TH-ETS, and encouraged participants to propose ideas and approaches for developing a TH-ETS that is appropriate for Thailand’s context.

This meeting represents a significant step in driving Thailand’s greenhouse gas reduction goals, presenting key issues and delving into the technical aspects of the TH-ETS across various areas. These areas include the TH-ETS Cap Setting and Allowance allocation. Furthermore, the meeting presented a plan for future consultations to gather input on developing the Measurement, Reporting, and Verification (MRV) system under the TH-ETS.

GIZ Thailand, through the CCMB project, and DCCE will incorporate feedback and recommendations from all stakeholders gathered during this meeting to develop an effective TH-ETS. Furthermore, the outcomes of the CCMB project will contribute to develop regulations and management guidelines for the TH-ETS, ensuring their suitability for Thailand’s specific context. This initiative aims to foster Thailand’s sustainable transition towards a low-carbon society, in alignment with the nation’s carbon neutrality target and net-zero greenhouse gas emissions goal by 2065.
