ASEAN’s vocational teacher training institutions witness launch of the second series of In-Service Training towards “Fit for Industry 4.0”
The Regional Cooperation Programme to Improve the Quality and Labour Market Orientation of Technical and Vocational Education and Training (RECOTVET) and the SEAMEO Regional Centre for Vocational and Technical Education and Training (SEAMEO VOCTECH) co-hosted the “4th Workshop on the Progress and Implementation of five regional training of multipliers” on 20 and 21 January 2020. The objectives of the workshop were not only to keep track of the progress made in implementing the previous five regional Trainings of Multipliers but also to enhance the quality of the upcoming second series.
The Workshop welcomed 25 participants from leading TVET teacher training institutions involved in the first batch of the training, who offered their comments on the previous criteria for selecting the multipliers, shared their country’s nomination protocol and discussed on the previous training contents. Through country presentations, the first batch of Multipliers and the representatives from each country shared updates on the multiplying effects that they had successfully achieved in their individual country. Based on the national implementation plan shared in the workshop, it can be seen that every country is very committed to transferring the knowledge gained to other TVET teachers at home.
Furthermore, reviews and feedbacks from the first series of training were gathered and discussed with the aim of improving the selection criteria and quality of the training. This has allowed RECOTVET to draw up a concrete plan on the areas to further improve the upcoming series of training of multipliers.
On this occasion, RECOTVET announced the second batch of Training Modules of Multipliers which will take place in different locations in the ASEAN region from May to June 2020. The representatives agreed that the selection of competent candidates correspond to the selection criteria such as technical background and related experience in each module are central to enhance the quality of the training. ASEAN multipliers in the second batch will need to have good command of English language as much as an understand on how to transmit the knowledge from the training to other TVET personnel in their country. Having mutually agreed criteria to select the Multipliers for the training would serve to maximise the results from the training.
The ASEAN region is currently preparing to nominate qualified Multipliers to join the second series of training. The topics for the skills upgrading of TVET teachers continue to respond to the changing world of work. The timeline and the locations of the training are as follows:
Module 1 “Innovative Teaching and Learning for Industrial Changes due to Industry 4.0” at Bureau of Personnel Competency Development in Bangkok and the Thai – German Institute in Chonburi, Thailand (to be announced).
Module 2 “Professional Development Training for Technical Vocational Education and Training (TVET) Teachers in Industry 4.0” at German-Malaysia Institute (GMI), Kuala Lumpur, Malaysia, during 1 – 10 June 2020.
Module 3 “Curriculum Design for Industry 4.0 Work Process” at the Bureau of Personnel Competency Development in Bangkok, Thailand during 15 – 22 June 2020.
Module 4 “Quality Assurance and Quality Development in TVET Institutions” at the Bureau of Personnel Competency Development in Bangkok, Thailand during 15 – 22 June 2020.
Module 5 “Industry and TVET Institutions Linkages” at LILAMA2 in Ho Chi Minh City, Vietnam during 12 – 20 May 2020.
“Industrial 4.0 is currently in motion with the capabilities of advanced technologies such as IoTs, Bigdata, cloud computing, robotics, system integration, etc. It will change the style of working environment and it is calling for new workforce skills. Reskilling and upskilling of TVET teachers are therefore very important to align with this change.”

More than 100 Multipliers are currently being trained in the ASEAN region. RECOTVET is seeing an increasing number of multiplying effects as the Multipliers have reportedly successfully trained almost another 600 TVET teachers at the national level across the region. RECOTVET is looking forward to regionally multiplying the impacts through the five In-Service Regional Training Modules. Having all parties concerned setting a direction together makes the results very promising.
